As of this meeting, the Chamber of Commerce and Industry has taken responsibility
in the development of the sister city program. Fumio Hongo, Executive Director of the Matsumoto Chamber of Commerce and Industry, and Fred Ball, Executive Director of the Salt Lake City Chamber were two people who played key roles in the development of this program. |

In March 1977, Randolph Taylor, a City Planner of the City Hall, did an internship at the Matsumoto City Hall. From then on he contributed in the development of the sister city program. |

In 1978, the opportunity arose for both cities to send a visiting group
in celebration of the 20th anniversary of the sister city program. The visiting group of Matsumoto City participated in the Pioneer Parade. |

In 1978, in celebration of the 20th anniversary, the people of Salt Lake
City visited Matsumoto City. At the commemeration ceremony an exchange project for the youth of the coming generation was proposed. The sister school program and study abroad program between Shinshu University and the University of Utah started the International School. They walked around the Matsumoto Castle Gardens and participated in the 33rd Nagano Athletic Meet Opening Ceremony. The group participated in the 33rd Nagano Athletic Meet Opening Ceremony. |

In 1978, the Matsumoto-Salt Lake City sister city committee organized a welcoming Bon Bon dance festival at the Ise-machi Shopping district. |

September 1978, Shinshu University President Seiichi Kato held a conference
at the University of Utah regarding the sister school program. The next month Allpin, the honorary chancellor of the University of Utah visited Shinshu University and signed the sister school proposal. |

That same year, visiting group members Bob and Gwen Springmeyer were married at the Okanomiya Shrine and received many blessings from the people of Matsumoto City. |

In 1989 after participating in the 20th Japan-United States Mayor Leader's Meeting in Los Angeles, Rokuro Inoue, Head of the Matsumoto Chamber of Commerce and Industry, and six others visited Salt Lake City and were welcomed by Salt Lake City Mayor Deporis. |
